How to model clairvoyance?

I'm trying to create a new character.

I'd like to have a clairvoyance-type power, but I'm unable to figure out how to do this without making it extraordinarily expensive.

The obvious method would be Hypersense + Range + Boost... but that would be a minimum of 7 points per die... and more like 9 points per die for any reasonable range. This seems a bit expensive for Clairvoyance.

Alternately, I could take a Useful power + Range + Boost. This would knock 2 points off of the cost, I suppose. Suggestions?

Keep in mind you get one Capacity for free. I'd go for

Clairvoyance: 5d (10 pts)
U: Booster (+1) If/Then (Sight Only) (-1)

5 dice to see things at a range of 1600, almost a mile away. Add another level of booster for even more distance, ~9 mile range. Remember, another die doubles the distance!

Is that actually how it works? The "On Sight" Extra seems to imply that you normally need Line of Sight to use a power on someone? Otherwise it seems a little too cheap to buy a harm power that just targets anyone anywhere within range.
